Some other things I've tried:
-Clearing Steam download cache
-Running HLL.exe as an admin
-Unplugged all extraneous usb devices
-Reinstalled the latest Nvidia driver
-Ran Windows troubleshooter (clearly I'm desperate)
I've also run HLL_BugReportUploader.exe which generated a log file that doesn't look very helpful. Here's the contents of that log file that was generated:
6:23:28 PM Monday, June 10, 2019: Setting up S3 client
6:23:29 PM Monday, June 10, 2019: Waiting for HLL to finish
6:23:29 PM Monday, June 10, 2019: Waiting until HLL has finished
6:23:39 PM Monday, June 10, 2019: HLL has finished
6:23:39 PM Monday, June 10, 2019: Handle Bug report Uploads
6:23:39 PM Monday, June 10, 2019: No bug reporting folder
6:23:39 PM Monday, June 10, 2019: Waiting for potential crash report client to finish
6:23:39 PM Monday, June 10, 2019: Waiting until CrashReportClient has finished
6:23:49 PM Monday, June 10, 2019: CrashReportClient has finished
6:23:49 PM Monday, June 10, 2019: Handle crash report uploads
6:23:49 PM Monday, June 10, 2019: No crash reporting folder
6:23:49 PM Monday, June 10, 2019: Crash reports uploaded
So it doesn't look like the app has even "crashed" technically. Very odd.
I have never seen an error message pop, and after every different attempt I get the exact same results as laid out in the initial post. If there are other error logs somewhere that may be helpful please point me in the right direction.
Thanks!

It's worth noting that Steam says I've played 42 minutes in total so far, but I have never gotten past the initial loading window. Not sure if that's pertinent or not.
1. On steam, right click on HLL and click properties.
2. Select Tab "Local Files" and click on "Browse Local Files."
3. Right click on HLL and click on Properties.
4. Select Tab "Compatability" and check/tick the box "Disable Fullscreen Optimizations."
I selected Fullscreen in my options and I think that may have something to do with it. What I can't explain is how it worked the first day I owned it, but the second day I owned it, it just had this issue.
Did that work?
Appreciate the suggestion though!
Thank you for getting back in touch with us.
Can you please make sure that you're not running any other software while starting Hell Let Loose?
Are you able to run the game without the issue after the clean boot?
To perform a clean boot please:
1. Press Ctrl+Shift+Esc to open the Task Manager.
2. Click More Details.
3. Select the Startup tab.
4. Right-click on each item and select Disable.
5. Restart the computer.
If the issue still continues, then please get back to us and send us your whole DxDiag file if you can.

The DxDiag file was too large for one upload so here's the first part followed by the second:

Thanks.
Do you get any crash logs appear here: C:\Users\dbaker\AppData\Local\HLL\Saved
Or here: \SteamLibrary\steamapps\common\Hell Let Loose\Logs
You can find the MSINFO via the steps below:
1. Open a Run command box by pressing the Windows key and R key at the same time.
- You can also do this by searching "Run" in your Start menu's search bar.
2. In the Run window's dialog box, type msinfo32 and click OK.
3. When the System Information window opens, give it a moment to pull information from your system. You’ll know it’s done when you click through the menus on the left and see information for each of them.
4. Click File, then Export...
- Do not choose File, then Save as. This will create a very large file that you may not want on your system, and our system has a file size limit that might reject it.
5. Name your file something simple, like "mymsinfo", and make sure it’s saved as a text (.txt) file.
6. Save the exported file somewhere you can easily find it, like your Desktop or your My Documents folder.
- It can take a minute or two for the file to export and save.
We're looking forward to hearing from you
