But am sure , if you go in game and slowly move your mouse very slowly up and down without aiming down sight , you'll see what i mean.
This issue doesn't occur with ADS.
This is something with weapon movement -built in- that i am strange with . As said "ADS" smooth like butter. I moved my weapon very fast right and left, same happens. It just feels like bad stabilization.
Am i the only one feels this way lol. (Tried smooth Aim) usually i hate that, but same results.
Unfortunately, we're not able to reproduce the issue. Can you please try the solution posted here and let us know if it works for you?

I'm sorry as i thought it was mouse jitter, and prolly misdirected you and myself.
But it's how weapons move as everyone in team reported that is common. So Rifle is shaking a little when in motion.
We have passed this issue along to the dev team so that they can investigate it further.
