It's very complex and loaded with legalities. Your're going to run into licensing issues, ISP bandwidth caps, and a load of other logistical issues. Lease a commercial sever. They do all the heavy lifting, they already have the band width, and the monthly cost for a 100 slot server is going to run between 70$~$100 bucks last time I checked. Form a clan and pay the bill collectively, just like the rest of world humanity.

To actually answer your question:
Unfortunately this is one of those pay-to-host games for servers, so using one of the developer's hosts and paying them is the only way.

Anyone with basic server knowledge knows it only cost a bare fraction of the costs you have to pay with this system. If you already have the hardware, you just need to upgrade your internet plan and maybe tweak settings.

Clearly the hosting software exists, but it will probably never come out until the game is no longer supported by the devs.
