The wasting resources thing is another reason they want you on comms. The commander needs munitions for things like recon planes and bombing runs and so if you are constantly draining those command chat is not going to be happy with you.
I'm not saying this is what you did, but if it was I would have kicked you as well.
For the second Roovka is correct - you won't see a vote against yourself.
On the other hand, if you are on arty you should probably be playing as a squad lead.
Often if a player is doing something egregious, there is some kind of discussion about their offense on command chat (typically before a vote is started).
Alternatively if the vote comes out of the blue, often someone will say something like: 'Why are we kicking x ?'
Until you understand the mechanics of the voting system, I would recommend you stick to playing on the official servers - that way you won't get upset with the Admins - since their aren't any admins on the official servers.
I was playing with a friend who did nothing wrong at all, and I saw a votekick go up for him. I told command chat to say "No" to the vote because it was a total false report and the kick failed, but yeah.
Its just an unfortunate part of the whole system.
TBF, I don't see any value to having the whole team vote.
I would restrict both the option to start and cast a vote to command chat only.
Further I would suggest that you have to key the mic (command chat) to even get the option to start a vote - thats just an encouragement to say something before starting a vote.
