You should be asking where and how you were shot rather than immediately jumping to who.
For example the WTH server has a command !wkm or !whokilledme, that if you type this in the chat after you redeployed when dying, you get a notification with details on who killed you.

Yes absolutely I agree, a account is not a person and the person is never banned. It's actually ridiculous. PPL will just create a new account and continue to cheat.

I think they are short sighted, and a bit dumb. If they want to make money the should use their brain a bit. If a game would be quite cheat proof it would be super good for business actually. And yes as you say, there are many potential solutions to cheater the cheater problems. Just do not send all data from the server to the client that the client does not need to know. Let the server calculate what data/info needs to be sent to specific gamers according to their position and field of view simply put.
Oh that is nice to know! It should be something the server should then announce as a message when joining the game. Have not seen any server have this option?

Yeah, that doesn't make any sense. You literally don't shorten ANYTHING else. For instance, you use to instead of 2, you instead of u, why instead of y, etc... What is the point of taking one letter out of hell to shorten it when you type everything else out if not to censor it? It would be understandable if you wrote shorthand throughout the entire post.
How does valve "know" who these people are? Personal details are encrypted when paying for things. Valve NEVER sees any of it, just the money. They would have a massive lawsuit on their hands if they had all of this personal information for employees to steal and use. And the banks can't just give out personal information either.
