Are garrison spawns in enemy territory broken now?

So I played the new update last night for the first time. Twice I was running right up to an enemy Garrison in our territory and like 20 enemies spawn in. I was not the only friendly close to the spawn. They are supposed to lock when you get close to them. It happened twice. I know times with OPs they can spawn into a blood bath but last night seemed like the timing and distance was off. As if the garrison was in their friendly territory.

Anyone notice this?

Being on the receiving end of this, if you're spawning in on a garrison or OP and it goes red or gets taken out but the deploy timer is doing it's final three second ticking sound, you'll still spawn in on that spot.

Could be Admin abuse, that has been on the rise, I recently watched a 3LA badmin kick an enemy player that was dismantling his nodes. Peaced out that server hell fast and never looked back.
