EDIT:: ~~apparently servers are down :D

Looked this up on the Goog, here's some suggestions the developer gave

You'll get a response to turn on/off your IPv6, or, turn it on if it's off.

Run the program as an admin.

Restart Steam reportedly worked for some people (not me)

Flush DNS Cache
Then type the following lines:

• netsh winsock reset
• ipconfig /flushdns

Reportedly this works though I can't find the file
We would also recommend trying the suggestion made by @T600_Mod and deleting the LauncherInfo.hllinfo file. To do this:
Open your Steam Library
Right-click Hell Let Loose and select Properties
In the left-hand panel, enter the Installed Files tab
Click on 'Browse...'
Locate LauncherInfo.hllinfo file and delete it
