Skirmish mode should be abandoned altogether as it's a waste of developer resources. Very few community servers ever actually run it.
Development time towards Mortain should have been used to revamp/rework existing popular maps for better performance and gameplay options or towards development of more British or Russian maps (although by looking at their map design of Mortain, attempts at making Alamein better (impossible), and SMDM's bush problem, this is probably something they should avoid)
All in all, I've given T17 the benefit of the doubt in the past when they first came in (remember the first patch they had a hand in, 13.5, made Bolt Actions double reload if reloading from empty so problems have existed since they first touched the game) but now I have zero confidence they have anything of value to contribute to HLL.
I would much rather have silent BM and their 4 month patch cycles rather than the mess that is the current T17 development team. Old heads are welcome to disagree with me on this take.
It always goes back to them not understanding the game and concept they were buying and the current development focus shows that in spades.
I know multiplayer game dev is a struggle to work with (let alone the fact they didn't build it from scratch). They've got the game with many problems to solve, probably without real lead on how they are caused.
I don't know how many devs are working on HLL currently, that could also be a problem to focus on unneeded content. They want to attract new players (skirmish) and also former players back (British and Mortain), but the game itself lack some upgrades on existing problems (armor rework, logistic, the crazy driving and getting stuck too easily, ...)
It's not like the devs were forced to work on a game they knew very little about. Team 17 bought the HLL production from Black Matter. Spending money on a product without having any viable strategy to keep building on it is a terrible investment.
The only thing they need to do is focus on what brings the game longevity. Not game modes; not random bootcamp training minigames; not costumes... MAPS, weapons and vehicles, that's all the game needs.
They have a pretty good formula, but it's clear they haven't understood it so far.
