There are router level services that can cause problems with vivox, but you can only discover this if you go to vivox's website. There is nothing supplied by the devs to tell you this.
You have to make sure your audio device settings do not allow programs to take exclusive control of your audio device.
In windows 10 you have to verify the correct privacy settings for your mic.
One test I do is to go to steam friend voice chat and do a microphone test. If it works there, it should work in the game.
