Does at the your end of the ini file says:

[/script/engine.gameusersettings]
bUseDesiredScreenHeight=False

What does that mean Desired screen height is set to false? Also do you have refresh rate of your monitor in ini file, cause I cant find mine?

Desired screen height used to calculate the resolution scale when user changes display mode.
