Even at the Al amin map I get no stutters or low fps.
I only get a slight stutter when newly entering the game and spawning but that's expected since the game is loading the map for the first time.
I have a new PC since march, I had GTX 1070 with i7-4790 CPU previously and I thought I have stutters because of old PC, but I have the same exact stutters on the new one too.
How am i not struggling with older hardware?
Do you have 999 tabs, screen share discord, while streaming, torrenting & downloading viruses and watching porn simultaneously?
come on man, take care of your PC it is a window into your mind.
edit: just use DX 12 for newer cards, DX11 for older cards.
another tip is that your stutters are mostly caused by explosions, tune down settings involving explosions.
Right now I have a 2080 super and thank God I didn't listen to people back then saying "Wait for the 3000 series" cause when the 3000 series came it was just a mess in the hardware market. Insane prices man.
some games just dont take advantage of multiple cores or just dont play well with newer hardware architectures
BTW when I switched from 3900x to 5800x3d, a lot of stuttering go away but I still have some stuttering. For example - Stalingrad was almost unplayable on 3900x but now it's way better. (Rest of pc RTX2070s, 32gb ram, Nvme, 2560x1080)
but alot comes from your expectation that you have the needed hardware to do everything @Shugarkane said at once, and more.
reduce your settings, play around until you get it running.
dont look at fps - 200 with stuttering is senseless, 80 without is totaly ok ^^ if that doesnt get into your heads then youll never find a way to get rid of the stutters.
i case of rare stuttering, what i get sometimes on soviet maps less on the older maps, is lay down, hit esc and see if its good then. sometimes you see your mouse lagging, once that is gone all works fine again.
i play on a old i5 3,4Ghz 16Gb ram 1666Mhz, 1060 6Gb
aside of the often mentioned start options dx12...
deactivate SSAO and Motion Blur ingame, choose Community TAA and the rest is depending on your hardware.
max textures and view distance is advised, the rest as high as your rig can handle. effects and shadows cost power, so fiddle around till youre satisfied.
non of the many problem often reported here, do happen to me - not even all the bugs ^^
i rarely have stutters, get 60-80fps in 1080p on a 27" monitor.
i dont have alot of bugs either ^^ once every few weeks the loadout bug, but i dont change my uniform and loadout every few mins.
i had the reload bug, that is fixed now.
i never encountered a bolt rifle not shooting when there was still one round in the chamber ^^ (i often assumed they simply have forgotten to reload, sounds stupid yes, but you know humans XD ^^)
if you cant turn down your settings enough to make this work, or you simply dont want to, then you will never get this running acceptable, not even if we would get a better optimized game overall (not only maps, all textures and engine scripts).
remember, if youre moving into your new house with all your furniture, you dont use a bike, you get a truck. if you cant play on epic settings, reduce them!
dont think you can play everything on 4k just because its advertised as such - they just want to sell you that expensive hardware!

No, I have only steam opened (because I need to in order to play HLL) nothing else.
My PC is brand new.
I'm using DX12 since I get better framerates with it, but I get stutters (both on DX11 and DX12)
The stutters happen randomly every minute or two, it doesn't matter if I play on low or max settings...
I'm playing on 1080p, it doesn't matter which settings I use. It stutters the same on low or high/max, no difference.
suttering every 1 or 2 min might be the game being slow at loading assets
