You should download HWMonitor or a similar program and check the heat of your CPU when your pc is idle and when you are in game.
Also, when was the last time you cleaned your CPU cooler and appliad thermal paste?
When I upgraded my GPU, my 3600 CPU started running 90c hot when gaming and it caused low FPS problem for me until I cleaned the cooler and reapplied thermal paste which fixed it.
If you CPU heat is that low then sorry, I can't help.

I am using an i7 6850k with 32GB RAM at 3600 MHz and GTX 1070 that is hard-line connected to my modem and I have zero issues.
The key to any good PC build is that it must be well balance with all the components inside the PC. Plus it helps to have a good internet connection that is hard-line connected to the modem and not using a WiFi connection. Since most WiFi setups tend to have multiple devices connected to it sharing one common source. Which is not good for PC gaming since games do a lot of communicating back and forth to servers.
