Draw distance is so bad even on epic settings

Level of detail is so bad for me even though I have all settings maxed out. When looking through binoculars or even aiming down my gunsights everything looks mushy? Anyone know of a way to fix this, Should I lower my settings? I'm also using the -dx12 startup command for better fps if that makes a difference?

This is "optimization." The only way to bump up frame rates for the potato computer people is to turn everything back to N64 graphics.

Extremely disappointing if this games optimization is like this and not hardware related.
