Because I'll be the first to tell you that NO server "allows" stream sniping.
What "good source" do you have? A rival server owner? Some random guy?
Your solution to stop stream snipers is to... Stream snipe them? Doesn't that make you part of the problem?
As far as I can tell, everyone hates stream sniping and its quite obvious when people stream snipe or relay information. You can build 5 hidden garrison/OP and they will all get destroyed within 15 minutes (and that is being generous).
I know servers don't "want" stream snipers. But they don't do anything to really stop the issue. Rather that is making sure the streamer has a delay or that issues reported get actually investigated. Or out right kicking the streamer from the server. You don't need to stream to get views. Just make videos and post them.
A friend in their discord. Not telling names or going farther than that. And just try to play against a streamer in their server.
This is a discussion, let me know better ways. Just remember the phrase "fight fire with fire". Also I wouldn't go destroying OP/Garrisons/nodes. Just killing them and only them. Not like scores matter anyways. I just want people to play fair and/or stop enabling stream sniping by allowing streamers. Its bad enough with Team17 and the amount of lag/rubber-banding.

I know its hard to detect/prove. That is why I made this discussion to find good ways. Maybe like making a plugin for servers. If a single player destroys 5 garrison or 6 nodes within 10-15 minutes. Their action is reported and an admin can review the gameplay.
There are only so many places you can stash a garrison - thus, if you rarely build garries, you'd think that stream sniping is what is taking them down; more often than not it's just experience AND coordinated opposition that is constantly searching (and relaying what they found to other SLs) and replacing those garrisons.
In over 1500 hours you learn things. Like, if we are playing Carentan and the control points (starting from Allies to Axis) are as follows:
502nd Start > Pumping station >> Town Center << Customs < Canal Locks
Well then, I already have a pretty good idea as to where the garrisons would be on each of those control points, and I haven't even picked a team yet.
Stream sniping might be prevalent during your game, however it's impossible to detect (ie; you don't get a ping or notification when it starts), and nearly impossible to get verifiable proof. You essentially need someone to rat out (in the discord channel) those that are sharing info of it happening.
Far more likely, your team failed to defend their garrisons - or replace them; and experienced players know where to look, and have found them. However, the simplest solution is to complain that unfair dimensions of play are at hand, and so here we are.
Sometimes garrisons are not as hidden as you think they are. They can only be built within a certain distance from each other so if you find one, it's not too difficult to guess where another one is. It also doesn't help with teammates spawn in and Beeline directly from it to an enemy objective, then do it again until the enemy has no doubt where it is. 15 minutes to destroy 5 is NOT outlandish or incredibly difficult, especially with the new run speed.
Stream sniping is really hard to detect, unless they are blatantly streaming on a platform like Twitch with the same name, but it doesn't happen as often as people believe.
A "friend" in their discord? Yeah sounds like the most reputable source to me. I've seen enough people lie on this forum to know not to trust anything I can't physically see or get a solid example of.
You've heard the saying "fight fire with fire" but haven't seem to have heard of "2 wrongs don't make a right"? Very peculiar.
Again, you will not find a server that "allows" stream sniping.
