In fact, HE is now a better round against Supply/Transport trucks compared to AP, since it was nerfed so hard lol. 1 HE round to knock out a truck, versus up to 3 AP rounds for that same vehicle.
The devs figured they were too powerful (Recon Vehicles despite different turrets have the same killing power) some time ago; which was really just disorganised teams falling prey to a flanking Puma/Greyhound that got behind or around the team.
Ultimately, they die to a single rocket (unless you've hit their wheels) so they aren't devastating to any thing but a team who isn't communicating.
I main recons, currently its:
5 AP to the back of Heavies
4 AP to the back of mediums
3 AP to side/back of lights OR 1 HE in the back
2 AP to anywhere of recons OR 1 HE anywhere
2 AP anywhere of trucks OR 1 HE anywhere
2 AP anywhere of half-tracks OR 1 HE to the back
Recon tanks are still incredibly strong, you just can't fight mediums and heavies like you could before. They're better suited for garrie hunting or flanking light tanks. You can kill med/heavy tanks, but the crew has to be oblivious. People still try to use them as main fighting tanks and get crushed, but if played correctly you can wreck havoc on even a well coordinated team. The only real threat recon tanks face are AT snipers with their absurd precision.
Just like an infantry soldier could potentially move at a much faster speed. But most soldiers do not move at top speed. They move at a speed they can sustain for long duration.
On road maybe, definitely not off road. Jeeps IRL can go 120kmh on road, but nobody is going that fast off road.
