You can shoot at the tracks and get the tank stuck, so a player running a satchel can get it easily. That might be its best use.
Generally unless you have multiple ATs shooting the PTRS, it won't be effective as the tank can turn around and get you before hand. Its range is useful, so if you have a shot on the tank be as far back as you can so they can't find you easily.
Only seems useful to track enemy tanks, i took HEAVY at rifle fire last round while in a light tank and it barely scratched us.
My driver was refusing to cooperate and got us stuck on a wall, we couldn't have been in a more vulnerable position while one or two at rifles shot at us.
Didn't even kill us after sitting there for apainfully long time, a satchel did.
It's like throwing pebbles at someone until they die of a head injury.
(Kill a soldier using the PTRS-41), and I took my two minutos and way more than 20 rounds to blow up a stationary medium tank. I believe I was shooting at the tank from the side.
It tickled for 3 or 4 minutes before it finally blow up.
At least you can tickle them from a distance i guess.
tl&dr:
(Needed shots in the back to destroy)
Puma: 6 shots
Luchs: 10 shots
Panzer IV: 16 hots
Tiger: 18 shots
Yes it won't kill tanks very often but as a tank main rocket AT really isn't a threat when tanking with a competant crew. AT rifles though can be terrifying. Being immobilized by a player with an AT rifle from 100+ meters away and not being able to do much about it is far more dreadful than seeing an AT running up behind, swinging the tank around and blasting them away.
Maybe the dogs knew very well what they were doing and decided to just go full jihad on the soviets for involving animals to begin with.
At short range use a Satchel.
In most other cases use a Bazooka.
The only situation I can see where it might make sense to use the PTRS-41 "Tank Tickler" would be at:
However in this situation (with a support guy to help).
You may as well build an AT gun.
TBCH if the only load-out you have unlocked on AT is the Tank Tickler you would probably be better off letting someone else play the AT role until you have ranked up the class on Americans or Germans.
I generally prefer the AT gun over anything else too, even with the bazooka i often have trouble taking out tanks despite hitting them twice in the back.
Feels bad firing your last rocket and having to watch the tank just continue it's business, usually people are happy to help you set up an AT gun and that thing can keep going pew pew
