Ignoring the last 2 points since they're intentionally antagonistic, this is information some people should take to heart.
A thought I always have is if such a minor, insignificant thing like dying in a videogame bothers people so much to the point they will *aggressively* blame outside forces they can't prove were there, then I worry about how they handle any sort of opposition in real life. It's like you have a jenga tower built inside, smack the hell out of it, and then blame the wind. It's absurd.
Oh we're using numbers now are we? Let's provide some context and information.
PUBG between launch and October 2017 went from 150k concurrent to 3 million concurrent by the end of October.

Understanding how concurrent players works, we can reasonably assume that PUBG had many more players than that. I did find an article at the beginning of October 2017 that said the game had sold 13 million copies, that seems reasonable so I'll use that. 13 million total players. 322k cheaters banned.
Using some nice little percentage math that comes to a WHOPPING !*2.5%*! (rounded up btw) of total players banned during that time.
Keep in mind as well, PUBG is just reaching its height of popularity in October - September of 2017, reaching and holding its 3 million concurrent mark for several months. Compare that to HLL which is LAUGHABLE to even consider as a comparison.
Like I keep saying: Cheaters exist but the number is so much lower than you think. And now you've given me a nice little chunk of numbers to prove that, so thanks for that!
I just dont understand why you would want to cheat in online games. Do it in single player games.
Play on community servers, avoid "official" servers. If you suspect someone of cheating, do an "!admin possible cheater" in the chat and hope the admins are active (most servers have active admins at all times). If you know for a fact the MG has 1500 combat effectiveness, which is ABSURD as I can *barely* reach 1k as Satchel AT on some of my best games, and the admin doesn't do anything, that's a server that should be avoided.
What did I miss? I'm asking you plainly, what part did I misread? Because I used *your* numbers with a little bit of my own digging. Are you talking about the Steam accounts banned, because the percentage is even *smaller*.

I only played on community servers. Doesn't stop the cheaters. They just keep coming back
It doesn't stop them, but it does reduce their numbers if you let admins know because many servers follow a form of "community ban list" preventing these bad actors from joining other servers. As I said if something as ridiculous as a 1500 Combat eff MG gets a pass, then that server is something to avoid.
