The Cape Plash-Palatka is only available once you have reached level 10 with a class ( only for general infrantry squads, not Armor, recon or Command as far as I can tell).
As for the levels, have you tried looking at guides here?
I know some people did the maths for specific roles and such but I wouldn't know for the global game.
The tables for XP progression should be available from the devs themselves, how much XP is required per level. I was unable to find any info on it anywhere though.
There is plenty of info about what gives you XP and how much, but nothing on the how much you need to gain a level.
For example is it a fixed amount for every level? (every X amount of XP you gain a level) or is it like in, say, D&D where each level requires more XP than the previous one. Even something as simple as this info is missing.
the only way to visually tell is by their kit loadout... but that doesn't mean they aren't a rank 10 using the original kit, and some kits only have low level unlocks [like rank 5 and below]... it would be useful to have a star or some other kind of visual designation to let you know who is and isn't experienced in their role. Speaking of, I still think sniper should be rank locked to lvl 3 recon, so they have to run SL for a while before "zomfg i got teh sniperz!!!" then never flank enemy positions or take down spawns.
