Reserved slots that the server owner insituted. Yes, you would have to get whitelisted by the (most likely) clan that owns the server. This is s pretty common practice for online servers.

if you own a server you can PW protect it, or whitelist players for events... seeing as there is apparently no queue on that server, its likely an event or clan only server [clan vs. clan, etc]

just join a different one.

i only played one time however i found one of these servers, it had 20 ping for me and 96/100 players, four white listed slots for vip, doesnt seem egregious. they paid for the server why not let them be able to log on to it whenever? i just waited a moment , server pop declined to 95 and i was able to join
