What you are experiencing is a mix of the new limitations to TAA adjustments, that add blurriness to everything, and broken LODs introduced by U9 (the low quality meshes / sprites that should only appear at a very far distance to free up VRAM are now often displayed in plain sight).
I am facing the same issues and have been in contact with the support staff about it. Unfortunately, there seems to be little we can do about it on our side. The best thing you might wanna try is DSR and sharpening applied to HLL via your NVIDIA control panel. It doesn't fix it, but it takes some of the bluriness away.
Opening up the engine.ini again would be the best but if they really cant do that they must change the values and entry's they used in the presets.
It's a very easy fix for them and it would transform the game.

i have the same problem, it's the game's fault
