the German stick grenade the m24 was developed in 1915 during the first world war it is a high explosive grenade now idea is the killing potential is the explosive blast not shrapnel so it will only injure or kill people in the blast radius so it safer why was this a concern. say your aiming for a trench if you land short out side the trench your not going to frag your self or your bud's unless your within the blast radius
if you did that say with a mils bomb a British hand grenade you were in trouble latter then figured out fragmentation was better more killing potential and safety was less of a concern as the user was expected to be behind cover. a metal sleeve were added to the m24 which could be added or removed . M43 was a easier to produce safer version of the m24 and it looks like they decided to make a straight fragmentation grenade.
