Unfortunately it's more about their schedule. If they ever had plans to turn HLL into a shooter similar to these titles they were dropped a long time ago. If they didn't they would have either constructed much more thought out base mechanics or replaced the current mechanics a long time ago.
I think Team17 insisted on turning the game into a console shooter. The alternative is the devs never intended to make the game they advertised on Kickstarter and I can't really believe that.
I remember many people (myself included) bringing this point up before and after the ballistics update. If they haven't implemented it by now they certainly won't any time soon. I don't imagine you'd think of adding a ballistics system without considering adjustable sights, so I'm sure this was a deliberate decision for Black Matter.
