Are there any server in Canada, US west coast?

I'm not sure if i should buy this game since it's a Multiplayer game, are there any west coast server?

Yes. There are a few American servers.

I'm in Portland and they mostly look like Southern Cali 30 ping or so. Would be nice to get a Seattle server

I just got the game, and im sure its the sale. But there is 3 big servers 100 players all 30 ping so gotta be west coast, and some 70-90 ping servers Texas-Chicago

Edit: If you do get it, turn those Name tags WAAAY up or you will be killing friendlies

So if you Join a DIXX server, expect that you will have all their best people fighting you as most don't put their DIXX tag in their name - and that is intentional. If Team DIXX had everyone put their names on when seeding a server no one would play on them as it would be a clear effort to simply stomp on new players - which only makes it harder for the people DIXX really cares about to get more twitch subs.
