Tank commander allow to put marker in periscope view

it would make communication with other member of the tank easier to have the capacity to put move or attack marker from the periscope to give/receive fast accurate order.

I've been thinking this same thing for 2 months now. If commanders mark things while in tank, it'll be soooooo much easier to call out spotting. PLUS, commanders really did use binocs during the war.

If the devs want commanders to be in the Spotter role, as intended, they should add this ability.
