If it is worse, find another server that isn't as bad or complain to the developers or server admin to see if they can optimise the game or upgrade their hardware respectively.
Really the developers should remove it as it's completely misleading and add a traffic light system that shows you the in game health of the server or give us real ping.
Hence why we get people complaining they lag on all the FR or UK servers when the likes of g-portal are experiencing peering issues, as there is zero hosting diversity. Dev's probably don't give 2 sh!ts either as I imagine they get a rake-back on hosting exclusivity.
Regarding the tick rate, it's between 10-25 if your own ping is anything to go by... no way to really know for sure though other than you can tell when the server's having serious issues when you drive around in the tanks and you get horrible jitter moving (as vehicle lerp lag compensation is crap in UE4) or when you try and drop a deployable like an OP/mine and it vanishes straight after setting it.
For large slot count (80+) games like Squad, Postscriptum and PUBG that use UE4, 40ms frame time or 25Hz/FPS is about as good as it gets. There's an interesting article here on what PUBG did to optimise their servers for people interested in this topic:
