Most gaming PCs now come with 12GB of ram or faster.
With at least 6GB video card.
But 8GB of RAM paired with a 4GB video card should work.
Also disable game analytics in your gameplay settings. (you're running the absolute minimum to get this game in playable status, so wouldn't count on fancy settings being smooth)
Other than that. You would need a hardware upgrade in this priority:
1. SSD Harddrive (Because this boost general read/write performance)
2. 6GB video card or higher. (This will allow higher video settings)
3. 12GB ram or higher. (This will free up additional memory in case of unexpected things like memory leaks)
Dual channel can really help with stability, you need 2 RAM sticks for that.
Check if your RAM isn't full during gameplay : if it is, one more 4Go RAM stick can help.
Having a SSD will surely help you, probably more than upgrading your RAM.
You can also check my guide, it can potentially help you with the stutters.
Your cpu is terrible and your gpu is not much better.
