if you have Nvidia Card go to Nvidia Control Panel / then select Manage 3D settings / then go to Program settings / then select Add /then select Hell Let Loose /restart game

Doesn't do anything. Not sure why it would do anything anyway.

use steam overlay's fps counter. shift tab -->settings--->ingame--->fps counter.

Steam -> settings -> in-game FPS counter. probably have to make sure the use overlay is active

why isn't Rivatuner/MSI Afterburner not working with it

I had same issue check the game it may be in borderless windowed by default not full screen.

Fullscreen doesn't fix it

I have Nvidia Geforce overlay when I first downloaded the game it didn't show so I manually added the game and it shows FPS for me ...I never use ingame FPS so maybe the second answer is better

No idea really, I just use the Steam fps counter (only reason it is on was due to testing a new pc set up).
