He is more than fine with that i5, obviusly you dont have a clue why, game uses 1 to 2 cores at best and second that rx580 pushes 1080p 60fps high epic settings on all decent games not to mention its faster than the gtx 1060.
Only problem he could have is if he dont have 16gb ram, get some information before saying such pile of crap.
On 1080p with most settings on medium (1 or 2 on high) i get a very solid and steady framerate. The game being unoptimized however means every machine will run this game differently. Also their current AA-solution is crappy (they are working on it) so the game is really jaggy (i used a fixed that i found on this forum that links to a Reddit post that helps with this a bit). So yes u are able to run this game, but keep ur expectations in check until they further optimize it.
