How do lounges work?

I created a lounge but nobody uses it. I've seen some people say it's only used by passengers on large aircraft and others that it's only international ones.

Is that the case? why does it unlock so early if those are the requirements?

Lounges are mainly used by passengers of higher rated airlines.

Lounges are not always staffed, they must meet the three conditions of having a VIP, being nearby, the airline in question, and within operating hours.
