Normally ramp agents are missing at the baggage bays or the stands but you say this isn't the case.

My other tweak is having parking spots close to the area the vehicles needs to serve, so driving time is reduced, this has helped especially with fuel trucks for heavies.
Now if we could state that trucks with no orders and less than 55% fuel went to refuel their tanker it would be golden.
Getting a string of half empty tankers to refill a heavy aircraft every now and then is annoying.
