Best Way to Do Multiple Terminals?

I'm looking for the best solution to have 2 terminals. I currently use the terminal tool to separate them, but there seems to be a pathfinding issue and people get dropped off the wrong the terminal. I understand a tunnel can help this, but then I feel people get delayed or miss their flights?

I have a world entrance/exit tunnel for each terminal. Would a public road in-between the two terminals also alleviate the issues? Thank you in advance for the help.

Are your public transportation and carparks also part of the terminal zone? Then pax should not go to the wrong terminal.

I cannot find the terminal tool. What do I need to do to enable that so I can properly setup my 2 terminals?
