Cant demolish/bulldoze foundation?

Morning all. Brand new player, experimenting in sandbox to learn game mechanics....Workers will demolish walls but not the foundation....I "over built" my terminal and would like to reduce its footprint. Bug or game play mechanic?

Select the Terminal Tile tool (same one you used to place a Terminal Tile). Hover over the tile you want gone. Hold CTRL key and left-click the tile. Tile will be scheduled for demolition. You can also drag mouse to delete multiple Terminal Tiles.

Also there's just next to the button for foundation tiles a button for a separate bulldozer for foundation tiles. The normal bulldorzer doesn't work for foundation tiles.
