Jetway Building Problem

Game will not let me build jetways on my medium stands. Stands are directly connected to the terminal and work perfectly. Get the pop-up message "Make sure you have built foundation on the upper floor before constructing a jetway".

I have a ground floor with a first floor built directly above it. I have tried deleting walls and then rebuilding them (get the same message whether walls are there or not). There are no doors or windows nearby that can interfere. Both floors are in a secure zone. I have tried building the jetway with the stand in operation and also shut down. No difference. Any ideas?

Gave up and rebuilt a new airport. Jetways now work fine. However, vehicles now won't assign unless you quit and reload the airport every time you purchase one. Remote stands also won't connect to security no matter what I do, but they worked perfectly with the last airport. And no, it's not a zoning issue. This game is janky af. Starting to feel like I wasted my money.
