When does airplanes require hangar repairs?
Hi. What do I need to research to be able to start repairing small aircrafts in hangars? Is it after Emergency Response Units research? And if so, can I only build hangars for repairs after that, or do I need complete infrastructure for all emergencies (police, fire,...)?

They're handled as emergencies. Apart from actual emergencies (e.g. bird strike, emergency landing etc.), ramp agents doing their rounds on ramp agent stand service can also discover damage on parked aircraft on your stands.

Either way, damaged aircraft have to go to a hangar to be repaired.

As far as I recall, researching ERU also unlocks hangars. And you don't have to build everything, but it's a good idea to be prepared. Afterall, you won't have much time when an emergency actually happens...

No no, hangars are unlocked by Commercial license. So I dont know if aircrafts starts to break down after Commercial license of if I need to research ERU as well.

Back when emergencies were released, commercial license was the deciding factor:
However, emergencies will NOT be generated if any of the following criteria has NOT been met:

The game has not been running for at least a few in-game hours
The commercial license has not been researched

Even if they don't use the ramp agent services, they can still be part of other emergencies that require repairs, e.g. emergency landing due to birdstrike.

Does that mean, that I need significantly more hangars for commercial planes (since there is chance ramp agent will discover break down) than for GA planes (since as you say they go to hangar only if they are subject of real emergency like birdstrike)?

Hangars can serve both (default setting: any), so you don't need extra hangars for GA.
