build a low-level GA airport with the bare minimum, research fuel, night flight and such, get a CFO and jack up all costs to the maximum. Once you have a commercial licence start accepting those flights with the small aircraft (also with all costs at max). now you start generating a ♥♥♥♥ ton of money. Next part, get a cheap fuel provider and start bunkering fuel as if there is no tomorrow. Do this until the oil crisis happens (I once had 40 large fuel dumps filled by then). At the start of the oil crisis cancel your fuel contract, select the most expensive one and start buying fuel truck left and right, the more the better. Disable fuel depots being refilled once your new fuel trucks have depleted them. Then go to your vehicles dashboard and sell your filled fuel truck off for a huge profit. Rinse and repeat until you ran out of fuel or the oil crisis is over.
My main problem was to get enough fuel trucks in and to not have them clustering the roads, so you might want to chose only one entry and an exit on the other end, with a single-direction road. I ended up with somewhat in the 80 million cash reserve area after 5 or 6 years of preparing for peak oil... Takes a while but works well, even better if the oil crisis takes a bit to happen.
