you may be surprised to find that you cannot open an airport without an ATC tower

Also, add to that, that the ATC tower should be handling/organising all things airfield repairs - ie:Runways, taxiways, pans etc. It IS NOT the job of the CEO to handle - ATC should look after this function, not me.

In the real world, ATC's function is the safe movement of airplanes on existing surfaces. If a runway or taxiway needs repair, the airport management is responsible for conducting the work and coordinating with ATC so they can safely move traffic, but the tower has no part in the construction.

The COO thing was an overreaction of needing it to be in an ATC UI but its correct in needing an understanding with atc that its out of service

My point is something where i can say stand 1 goes to 28L and stand 2 go to 28R instied of just random and having the ability to pack the flights closer together

Air Traffic Control deem whether anything on the airfield is safe to pass aircraft over, so Runways, Taxiways, Pans/Stands etc are largely covered by them. Whilst I am talking, from experience, Military bases, a similar operation is also handled by Civilian airfields. Either way, IT IS NOT the CEO's job to repair the things manualy. That's why he has staff under him!!
