Yep, the fuel tanks and vehicle depot are both on the same service road and that service road runs into the built in service roads on the small aircraft stands.
Does the refueling truck approach the plane from the front of the stand or from behind the stand? Or does it matter? I tried adding a service road along the side of the stand and then across the taxiway behind the stand on the odd chance the fuel truck had to approach from the side or rear, but it didn't seem to matter - the trucks still refuse to leave the depot.
The only solution I can think of is to bulldoze the entire airside service road/taxiway network and try again.
Really hopeful the devs can include some sort of pathing "highlight" tool in future builds which will make it easier to diagnose where the connection is failing.

I hit this issue, do you have two roadblocks? It took me ages to realise they're one-way and all vehicles just got stuck trying to leave so I imagine you need one entrance and one exit. Try this, see if it helps?
I fixed it, i added a extra road, and i called "request extra refuel" on the Fuel Depot

I had the same issue and I just found the problem, went to write it here and it's here already :D So when you're going to build the fuel depot, first select a fuel variation in that little window.
