Report a translation problem
EDIT: For my game, it was, of course, a mod. The mod file zAHNoStartupMovies_P.pak, which is a mod that disables all the startup movies and logos when you boot the game, was somehow making all the text in the game (video screens, dialogue choices) into Russian text even though I had English chosen in the in-game options. Removing that NoStartupMovies mod made all on-screen text revert to English in my game. Oh well, guess I'll have to sit through the 90 seconds of logos at the start of the game. No big deal.
exactly that was what i needed and i wasn't able to find anything about this anywhere until i started going through the discussions one by one.

Removing the "no startup movies" mod did fix the language on the computers.
Leaving another hint if someone finds this topic: I had to also remove the larger subtitles mod (LargerSubtitles.pak) -- with the mod installed the dialogue subtitles were missing, which is a deal breaker if you want to play with the OG Russian audio with subs like me :)
