Awful, I know, but backup your latest save file and try breaking up with everyone else in a single day or two and then try with Mint again. If he still doesn't accept your heartknot after a week, it's save to say there's either a bug or something else going on.
Do you by any chance have the multiple romances/marriage mod installed? I remember it breaking Mint back in v1 and I had to marry someone first to get him to accept my heartknot but his quest still wouldn't trigger.
The next day I bought more withered branches and broke up with Arlo and Emily, and then went to give Mint a Heart Knot. This time it worked, I got an extended dialogue and he ran off at the end. So, apparently it is dating other people (or certain other people) that prevents the quest triggering. I was under the impression from what others had said that dating multiple people had no effect on quests or ability to date others.
And no, I haven't installed any mods at all.
I always knew that Xu doesn't date you if you date someone else, so that adds Mint to the list as well.
