4. Yes it is. It may cause your relationship with other villagers reduction. And the Main Mission is depend on the fixed time it gave, if it's not have , you can do what you want.
As a general rule of thumb I do anything NPC related ASAP so I don't have to worry about any potential relationship issues.
Story quests I prepare and do at my leisure unless the quest specifically states a time frame for completion. It all depends on how fast I want to get through it.

2. Trees spawn full size. If it's a small tree, it will stay a small tree.
3. Leaving stumps doesn't make trees grow back faster, it just saves stamina. If you're cutting down a tree big enough to leave a stump, your going to get a few "extras" in addition to the wood and hardwood you get. You won't get any of those from the stump.
4. It depends on the missions. For commissions you get at the Commerce Guild, you can look at the bottom of the commission to see how much time you have to complete the assignment before you accept it. For all of the missions you've accepted, you can see how much time you have to complete them in the Mission Interface (L key if you're using a keyboard to play).
