I've been trying to complete the tree farm quest. I have the carbon steel but I can't make steel plates.

do I need to complete a quest before I can get it?

You need to give 10 Data Disc to Petra at the Research Center. Then it will take almost a week before you get the diagram in the mail.
When you get the diagram you should go to Petra again and give her discs, start with 5 if you haven't got all of the 5-Disc recipes and then continue to give her 10 disc
