Can we unlock all skills?

Just recently started the game, and since I am only lvl 21 or 22, I want to ask can we get all abilities at end-game? I don't see a redistribute ability point button, so I guess the abilities learned are permanent, and i don't want to ruin my character because of wrong abilities learned :P

yes you can get all of them

it isn't practical

I am at two trees done, and its quite a grind of exp to get there

You can re-spec by going to the nurse phyllis for acupuncture

IF you min/max go for exp gain first, then basically avoid the social tree

Just look for the lady with the tig ol' bitties and ask her to bend you over and stick some acupuncture needles in your tush - the process leaves you with a fresh slate and all your skill points are refunded to you for reallocation.
