Tody? (spoilers inside)

I first played the game a couple of years ago, and remember Tody got put in jail after he burnt down the warehouse, and then spent the remainder of the game in jail, which didn't seem like that big a loss, since he was a very nothing character; he didn't have any quests or much dialog, never showed up in cutscenes or story moments, and generally just seemed like he was only put in the game to be the guy who gets thrown in jail.

I decided to start playing again a few days ago as I wait for Sandrock to leave Early Access, and just finished the harbor story, and the cutscene where Gale tells everyone Tody burnt down the warehouse and is being punished by the Civil Corps happened like normal, and all the townspeople still talk about what a terrible thing he did, and some still mention him being in jail, but Tody is just wandering around like nothing happened. In fact, the day after he was supposed to be arrested, he had a quest where I had to help with a bird sanctuary.

The wiki mentions his quest line being bugged, so is this what they mean by it? It's bugged in the sense that his quest line prevents him from being arrested? Or did Panthea patch the game at some point after I played it so that they don't essentially remove a character from the game permanently? Sort of like how they went back and changed their mind about Ginger dying?

Beats me... in all of my saves he couldn't be in jail because Huss and Tuss are already there. I guess when the time lines overlap he is set free. Anyway, you can think that his punnishment was to do comunity service in the island.
