The question is, what is the previous quest for you? I thought, it was the amber island bridge, becouse the first time I played this, that still was the trigger. The guide tought me, the trigger was changed.
You can change the time you trigger the mission, if you go back a few days; you can load the last seven or something days individualy. It will also change the daily commisions (for the days after the one you are starting with) and maybe you will get lucky and Higgins won't choose one of the dee-dee-commisions. That is what happend to me in my latest game.
But prepare at least 4 of the Dee-Dee cars in advance (which means that you'll need small engines that can only be found in Abandoned Ruins no. 1, which again opens on 17th day of Spring). In other words don't rush the previous quests.
From the wiki:
"The player can time the mission if they want to hand in all five Dee-Dee Transports and get the related achievement. Higgins will take one of the transport commissions right away if they are posted on a weekday but will not take any commissions on Saturday or Sunday. To avoid that the player can complete The Cave on Amber Island on Thursday or Friday to get a fireside meeting the next day and this mission on Saturday or Sunday."
Also: it is safe for you if these commissions are posted on the Day of the Bright Sun festival. Higgins won't enter the Commerce Guild that day because of the festival. When you get the mission, remember that you can hand multiple story commissions to Antoine on the same day, so grab one and hand it in immediately and repeat. Just make sure to have at least 4 Dee-Dee cars prepared, so you can hand them in and still grab the fifth commission.
At 8am enter the guild and wait by the door for Higgins to come in and just repeatedly walk into him while he's trying to walk to the board. At 9am, he will leave the guild and take no commissions that day. His points also will not go up doing this. Meaning you can screw him over to the point of him never earning points. Have fun. ;)

You can also spar him 3 times, if you win he will not go into the building until 8:30 and with the game speed at 50 it should be easy to get.
