bug or not? questline: An Uplifting Gift

can anyone tell me whether i'm not stuck on this quest or not cause idk what else to do...
so currently i'm doing one of the main quest line to what I assume to finish the Harbor Trade Station. the quest is called An Uplifting Gift. and right now I need to give Petra 1 simple circuit and 3 AI chip. but the problem is I can only get the AI chip in Harbor trade station. but since the harbor trade station isnt finished, the shop isnt opened yet. and to open it, I need to finish the quest that i'm doing rn (I think) and to finish the quest i'm doing rn I need the harbor station lmao. how am i supposed to finish this quest then.

I wouldnt be asking it here if i saw the answer in wiki... I checked everywhere around the harbor station, and I couldnt find any shop

oh nvm...that was weird lmao. apparently I just have to wait 1-2 days before the harbor station comes up automatically and receive a mail..idk if thats how its supposed to be but anyway..

same here, I completed all harbor missions few months ago in the game and still no harbor trade station... I guess it's the end of the game for me.
