It works exactly the same way as the conductive flooring.
So make sure the tank is standing on the tiles and the tiles are connected to the planter boxes, which also stand on them. (Tree boxes need 4 tiles).
The tower seems to instantly distribute fertilizer more or less evenly between the planter boxes.
Those that are further away might not get as much fertilizer as the closer ones. A maximum fill is 30 units, but you can throw in more, if that wasn't enough. You can also still fertilize planter boxes by hand, if they need more fertilizer than the others (for example the trees).
It is pretty hard to get enough animal bones to make fertilizer yourself, but Sophie's farm sells it to a moderate price - so just buy some in bulk when the market is on a low.
It may not be really economic though, so I'd suggest saving it for later in the game or when you need a lot of rainbow flowers or other craftable materials/tradeable fruits.
