where do I find welding rods?

Lol, I was just about to ask the exact same question. According to the wiki, it's made in the Industrial Furnace, but I can't find it anywhere, or am I just blind?

You make them with the Industrial Furnance.

It's one of the tier 2 workstations that Petra gives you the blueprints of if you give her 10 discs.

You mean you can't find enough discs? It's random, but buy some bread from Martha if you don't have a cooking set yet and whack away at rocks or anywhere in the ruins and they come as random drops.
If you can find part boxes (the red steel boxes with randomized loot) with the relic scanner you'll often find discs in them as well.
