Street Lights

Hi, I did the mission to install 2 street lights but how do I install more around the town? For example the one near Dr Xu place? I can see the grey overlay but can't do anything about it even though I have some spare lights in my inventory?

Edit: Nvm, turns out I need to take commerce missions

Yup there are comissions for each set of 2.

There should be 3 requests total, requiring 2 lights each. if your short one request, my guess is Higgins took it.

I'm of the opinion that the devs should add in an option to just smack Higgins on the head as you pass him on the street. No spar, no fight, just walk past and slap him for being such a knob.
