I have to adjust the settings with a rtx 2080ti far down to get 60 fps
That's a joke this performance!
Just be honest and tell which graphics card this game on completely ultra in 60 fps creates! a rtx titan? no, do not even do this card!

But I have to agree with one thing: The performance has decreased over time for some reason. Back then I had installed the game on an HDD hard drive and it used to run great. Then the big content update happened and I had to move it to my SDD hard drive instead, because it started to run terribly. :-/
Laptop specs:
- GTX 1060 (3GB)
- i7-6700HQ (2.6GHz)
- 16GB RAM
- Driver: 419.35 (not entirely up to date, but works well enough for me)
- Game runs on a SSD Drive
My guess would be that’s the reason behind longer load times and poor performance, if it has yet to be addressed.
