Day of the bright sun - Group Photo bug?

So the event goes just fine up until its group photo time after all the gifts dropped. But the major just stands there repeating to take the photo over and over. Even if I use the take photo sign that glimmering to his left. What gives?

It's just a time-sensitive thing. They'll disperse after reaching... 1900hrs, I think? I can't recall. After that you can take group photos with small groups of people in other locations with the photo sign.

Remember that talking to NPCs will pause time, and so does taking the photo itself. Just free-wonder around the plaza until they disperse themselves for the night.
